(Sweden) A regulation that is about 100 years old was updated by the Swedish parliament in 2020.

Until now, it applied to self-built (very old) tractors, or what private builders thought they were.

Since 2021, young people aged 15 and over with a moped driving licence have been allowed to drive cars technically reduced to 30 km/h.

The new slowness is celebrated by the young people in road traffic. With music and interesting conversions.

This one is a normal car, not throttled, but driven by a beginner or – inn.

Driving a car in Sweden, as everywhere else in Scandinavia, is quite a leisurely affair. On the motorways, the maximum speed allowed is 120 km/h, but many Swedes voluntarily drive something like 108, probably so that the shock when driving onto the country road is not too great.
